Reference thereto to transmit for Your Lordship's consideration: "the enclosed copy of a report by the Chief Clerk in the Colonial Secretary's Office, and of a minute by Colonial Secretary stating the reasons taken in regard to the petition sent by Mr. J. C. Chapman for a patent in Hongkong for an invention patented in England.

I am not aware whether the point is of any importance, but it may well be for me, in case Mr Chapman renews his application, to draw attention to the fact that it is stated in Mr. Moncrieff's petition that he has obtained letters patent dated 22nd August, 1891, whereas it appears from other documents forwarded by Mr. Chapman that the letters patent were not sealed and granted till September 6th
